Requirements:
Qualifications and skills required:
- Master’s Degree or above in education or related field.
- An additional qualification in education sector planning and financing, human resources development, monitoring and evaluation with a focus on Africa and/or EU policy towards Africa, will be considered as an asset.
- Knowledge of European Commission policy in the concerned sector, as well as good understanding of the instruments governing the EUAfrica relations and relevant policy framework will be considered as an asset.
- Excellent leadership and coordination skills.
- Excellent report and policy brief writing skills.
General professional experience:
- At least 12 years professional experience related to The education sector.
- At least 6 years professional experience on Africa is required.
Specific Professional Experience
- At least 10 years professional experience in education policy design and development, sector analysis, educational planning, monitoring and evaluation.
- Experience in at least 3 levels of education (early childhood education, primary education, secondary education, higher education, technical and vocational training) is required.
- Having carried out at least 6 assignments of at least 40 days each, in at least 2 of the following domains in Africa: i) equitable and inclusive access to education, ii) quality of teaching and learning (teacher issues including education and training of professionals, curricula, learning materials), iii) governance of education systems (financing, human resources planning and management)
- Experience as expert in EU development cooperation programmes, in national development cooperation agencies, and/or with international organisations in the education area in Africa from a continental perspective will be considered as an asset.
- In addition to the specifications listed above, as a Team Leader who will be responsible for coordinating the work conducted by the TA team of experts and ensure the delivery of the requested services described in the ToR, the expert must have at least 10 years’ experience of working in teams comprising international experts.
Language skills:
- Excellent written and oral communication skills in English
- Ability to reference relevant information and materials and communicate in French.
