New FWC Project in Africa

Analysis of RECs' mandate, strategies and operational capacity in health.

The overall objective of the assignment is to assess the specific mandate, policies, strategies, initiatives, partnerships and current operational capacity of the main Regional Economic Communities (RECs) with health programs -SADC, EAC, ECOWAS, IGAD, IOC-, particularly in the areas of the reinforced partnership between Europe and Africa in health, in order to inform INTPA’s engagement with these RECs in health and the formulation of the regional health programs.

The specific objectives of the assignment are:

1) to provide concrete and detailed insights on RECs’1 priorities, political traction, resources technical and operational capacity, collaborations and political economy considerations on various health areas to inform: i) partnership development, ii) funding decisions, iii) policy dialogue.

2) to map possible health programs of RECs without apparent health remit2.

3) to analyze the collaboration between these RECs and the continental health agencies and initiatives of the African Union3

Within public health, the following technical areas, prioritized in African continental strategies, the regional Multiannual Indicative Program for Sub-Saharan Africa of DG INTPA, and the Flagships of the AU-EU partnership in health, will warrant special attention: pharmaceutical regulation, manufacturing of vaccines and other medical products, pandemic prevention, preparedness and response (PPR), public health capacity; public health institutes (PHIs),sexual and reproductive Health and Rights (SRHR), digital health, health financing and universal health coverage.

The project started in November 2022 and will be completed in February 2023. It is funded by the EU and FWC and implemented by ANCE N.G.O.
