The services requested related to the mobilization by the service provider of a team of two experts with a view to identifying and formulating a coherent program in the TVET sector within the framework of the priority of the Multi-Annual Indicative Plan of the European Union for Benin 2021-2027 and in synergy with the National Strategy for Technical and Vocational Education and Training. Based on the guidelines of the European Delegation and an analysis of the various experiences, programs, strategies, and plans in this area, the experts had to contribute to defining the new TVET program of the European Union in Benin.
The TVET program was geared towards TVET reforms but in line with market needs and in consultation with private sector organizations. It was also oriented toward the monitoring of expenditure linked to policies in the sectors: education, employment, gender, and social protection.
The general objective of the framework was to support the Delegation of the European Union in the identification and formulation of a program in the Technical Vocational and Education Training sector.
Specific objectives:
- Conduct an analysis of institutional and private sector needs and a brief diagnosis of the current state of TVET sector policy in Benin.
- Carry out a program formulation study with a complete analysis of the assumptions/risks of the program and the preparation of an action document according to the EU model, with a financial simulation, an action plan and a logical framework.
- Propose structuring and coherent projects resulting from the EU's 2021-2027 Multi-annual Indicative Program in Benin, and the National Strategy for Technical Education and Vocational Training in the sectors and actors identified.
The project was implemented from May 2022 to December 2022.
