The Lebanese education system is well developed, although since the onset of multiple crises, including the financial crisis that began in October 2019 and the Covid-19 pandemic in March 2020, the sector has struggled to provide the right formations to meet the needs of the labor market.
Public vocational schools were not meeting the needs of the people attending them. The training provided in the majority of vocational institutes did not provide the necessary skills to meet the needs of the labor market.
The focus of evaluations is on the assessment of achievements, the quality and the results of interventions in the context of an evolving cooperation policy with an increasing emphasis on result-oriented approaches and the contribution towards the implementation of the SDGs. The evaluation will mainly look into achievements made within the implementation of the Programme, analyse conformity of its outputs to national priorities and international best practices/benchmarks and assess sustainability of outcomes, including monetised ex-ante assessment of the added value for the period until 2035 or beyond.
The ANCE Consortium has selected 2 experts to run this project, including a local based expert with international experience to well cooperate and coordinate with KE1, as well as with the EUD Manager and involved beneficiaries locally.
The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders and the wider public with:
- an overall independent assessment of the performance of technical assistance for a more practice oriented VTE in Lebanon, paying particular attention to its different levels of results measured against its expected objectives; and the reasons underpinning such results
- key lessons learned, conclusions and related recommendations in order to improve current and future interventions
Results to be achieved:
Result 1: Develop A VET revised action plan (with timeframe, indicators, costing, roles and responsibilities, etc.) and mapping of actors and education and training offer (long and short)
Result 2: Propose a system of long term and short-term modular trainings
Result 3: Develop tools and systems to improve the quality of work-based learning mods
Result 4: Improve the information base for practice-oriented vocational learning and for its planning, costing and management in Lebanon
Result 5: Promote work-based learning models in VET in Lebanon and increase awareness
Result 6: Identify new sectors for practice-oriented VET, develop curricula and pedagogical materials and implement pilots’ projects.
The project will run from October 2022 to February 2023. It is funded by the EU and is implemented by ANCE N.G.O.
