(i)Qualification and Skills:
The experts should both hold at least a Master’s degree in a relevant field or similar professional experience.
(ii) General Professional Experience:
Combined 18 years of experience in the education sector – preferably with a substantial focus on primary education
(iii) Specific Professional Experience:
- Combined 12 years of experience in project and programme evaluation, of which 6 years of specific experience of evaluations in fragile and conflict affected countries
- One of the experts must have conducted at least 4 evaluations
- Specific experience in evaluation of EU programmes is a strong advantage
- Experience from sub-Saharan Africa is a strong advantage
- Specific experience from South Sudan is an added advantage
(iv)Language Skills:
Fluency in English both written and oral.
