- At least a Master's degree in social science, political science, law, economics or business administration, physical science or in its absence, at least 3 additional years of professional experience on top of the 3 years required under general professional experience below
- Fluency in spoken and written English
- Good speaking and reading skills in Russian
- At least 3 years of professional experience in the sectors related to the Lot.
- In depth understanding of local situation and challenges with regard to international assistance.
- Experience with evaluation of at least three donor-funded projects/programmes
- Experience in Belarus will be an advantage
- Fluency in spoken and written English
- Good speaking and reading skills in Russian
