Bosnia and Herzegovina (BiH) benefits from six programmes of the European Union territorial co-operation, including cross-border cooperation, and its participation therein is funded by the Instrument for Pre-accession Assistance 2014-2020 (IPA II). IPA II supports cross-border cooperation with a view to promoting good neighbourly relations, fostering union integration and promoting socio-economic development. Bosnia and Herzegovina is the lead country in the bilateral Cross-border Programme with Montenegro. The Programme is implemented through calls for proposals, which are launched at regular intervals in order to fund cross-border cooperation projects that will contribute to achieving the strategic objectives agreed upon by the participating countries. The 1st Call for Proposals was launched in October 2016 and the 2nd Call in December 2018.
This specific contract will support the process of selection of the actions under the Lot 2 of the 2nd Call for Proposals, whose thematic priorities are: Encouraging tourism, cultural and natural heritage, with the Specific Objective 3.2: The quality and diversification of the tourism offer building on natural and cultural heritage.
The overall objective of the project is to contribute to the efficient implementation of the EU assistance, specifically the cross border programme related support to BiH and Montenegro. More specifically, the aim is to provide technical support to the contracting authority in order to achieve a high-quality, complete and coherent selection process of proposals as regards both the technical and the financial assessment of the received proposals (approximately 60 administratively compliant Concept Notes (CN) and 16 Full Applications (FA), in line with the criteria set in the Guidelines for Grant Applicants.
The project is financed by IPA- Instrument for Pre-Accession Assistance (NEAR) and implemented by the Consortium led by ANCE and DMI Associates.
