What is the FWC Lot 4?

The Framework Contract (FWC) SIEA 2018 is a procurement tool of the European Commission for service contracts with a value of less than 1 million Euro (up to EUR 999,999) for the implementation of external aid.

The objective of the FWC is “to provide expertise which can be mobilized at short notice via individual assignments defined through Specific Contracts”.

The FWC SIEA 2018 follows up on the previous FWC Benef. 2013 completed in April 2018, and will cover a period of 2 years until 2020, renewable for another 2 years, starting from 1st June 2018.

The FWC is sub-divided in different Lots or thematic areas of expertise.

More specifically, Lot 4: Human Development and Safety Net covers the following fields:

  • Education
  • TVET
  • Lifelong Learning
  • Social Inclusion
  • Culture
  • Health
  • Research and Innovation

Approx. 73 million will be allocated in LOT 4 in the next years.

It covers all geographic areas within or outside the EU receiving external aid from the EU, including pre-accession countries, the NIS, the Mediterranean, Sub-Saharan Africa, Asia, Latin America, the Caribbean and Pacific, etc.

The total estimated budget of the FWC SIEA is EUR 650 million for all Lots.

Who are we?

The ANCE consortium is composed of 16 European organisations including consultancy companies, NGOs, research centers and universities, which all together have the required and necessary expertise in the fields of Human Development and Social Safety net. The Consortium covers all the fields of the LOT 4 including Education, TVET, LLL, Social Development, Culture, Health and R&D.

Each of the members possesses complementary knowledge and experience that enables it to provide wide range of services within the Lot’s framework. All partners have a considerable know-how in the delivery of complex projects and have implemented relevant to projects within the Lot’s subsectors with great success.
