Team Leader (Cat I) for the project Final Evaluation of the EU Trust Fund COVID-19 response in Libya  (Deadline: 30th of June 2023)

Requirements:

Qualifications and skills required:

  • The Team Leader must possess demonstrable senior evaluation expertise coherent with the requirements of this assignment
  • The evaluation team shall a have at least one expert, preferably the team leader, with a master’s degree in the field of development cooperation, external relations, crisis management and post-crisis recovery (or at least 6 years of equivalent professional experience in one of these sectors)

Qualifications and skills of the team: 

  • Master’s degree in the field of development cooperation, external relations, crisis management and post-crisis recovery (or at least 6 years of equivalent professional experience in one of these sectors) - Specialization in migration will be considered an asset
  • The evaluation team shall a have at least one expert with a master’s degree in public health (or at least 6 years equivalent of equivalent professional experience in one of these sectors) – Specialization in WASH and/or migration will be considered an asset.

General professional experience:

  • Cumulative experience of at least a minimum of 5 successfully completed intervention-level or strategic evaluations), mostly in but not limited to the field of development cooperation.
  • Solid experience in rigorous evaluation methods and techniques. This includes the capacity to adapt and use quantitative and qualitative methods of data collection and analysis.

Specific professional experience:

  • Cumulative experience of at least 5 years in public health system (including water, sanitation, and hygiene - WASH).
  • Specific experience in protection, humanitarian-development nexus and/or migration will be considered an asset.
  • Specific experience with the EUTF for Africa will be considered an asset
  • Specific experience in Libya will be considered an asset

Language skills:

  • English (minimum C1-level).
  • Arabic is expected to be covered by the locally recruited expert (KE3).
