- At least a Master's degree in social science, political science, law, economics or business administration, physical science or, in its absence, at least 3 additional years of professional experience on top of the 12 years required under general professional experience below
- Fluency in spoken and written English
- Good speaking and reading skills in Russian
- At least 12 years of professional experience in sectors related to the Lot.
- Experience in (mid-term or final) evaluation of at least five EU-funded projects/programmes
- Experience in the implementation as a team leader of at least one EU-funded project/programme
- Work experience in the Commonwealth of Independent States (CIS) area will be an advantage.
- Fluency in spoken and written English
- Good speaking and reading skills in Russian
