MID-TERM EVALUATION OF THE MOBILITY SCHEME FOR TARGETED PEOPLE-TO-PEOPLE CONTACTS – BELARUS (FWC SIEA 2018 – LOT4: HUMAN DEVELOPMENT AND SAFETY NET)

The project aims at:

  • Producing an overall independent assessment of the past performance of the MOST* by using the five standard DAC evaluation criteria, namely: relevance, effectiveness, efficiency, sustainability and early signs of impact and paying particular attention to its results measured against its expected objectives; and the reasons underpinning such results
  • Documenting key lessons learned, conclusions and related recommendations in order to improve current and future Actions. In particular, this evaluation will serve to take stock of the performance of MOST (its results achieved, lessons learned and possible shortcomings) as well as to provide recommendations for the completion of MOST II and the design of the forthcoming MOST+. In addition, the evaluation will assess: a) the EU added value and b) the coherence of the Action itself, with the EU cooperation framework with Belarus, Eastern Partnership objectives, and with other EU policies and Member State Actions.

This project is financed by the European Neighborhood Instrument (ENI) and implemented by ANCE.
