THE INSTITUTIONALIZATION OF A MONITORING AND EVALUATION SYSTEM FOR THE HEALTH SECTOR- GRENADA (FWC SIEA 2018- LOT4: HUMAN DEVELOPMENT AND SAFETY NET) (01/04/2019- 30/06/2019)

The 11th EDF Health Sector Programme in Grenada is designed to support the development of a National Primary Healthcare Programme, which emphasizes preventative population health, to reduce incidences of chronic non- communicable diseases (CNCDs). In order to accommodate the changing epidemiological profile of the population and widen the range of primary health care (PHC) services accessible at the community level, the Government has recently launched a PHC Policy and institutional reform programme, which must be integrated into all aspects of healthcare delivery systems and which must be effectively and efficiently managed to ensure that the healthcare system mitigates the risks associated with CNCD’s.

While M&E is central to strategic planning for PHC and Health sector programmes in general, the existing frameworks must be strengthened to allow for the on-going assessment of sector programme, to ensure the provision of good quality health services, to the population, particularly to vulnerable groups such as the indigent, the elderly and children.

As a result, the Ministry of Health, Social Security and International Business, through a Financing (FED/2014/037-521) Agreement, the 11th  EDF Sector Budget Support to the Health Sector concluded between the European Commission and the Government of Grenada, has received funding to develop and implement a Monitoring and Evaluation System for the Health Sector.

More specifically, the overall objective of this assignment is to develop and institutionalize a Monitoring and Evaluation (M&E) System for the Ministry of Health, Grenada. This M& E System will assist the Ministry of Health in the establishment of a framework to monitor and evaluate the implementation of the Primary Healthcare Policy and other health sector programmes. This will result in the ability to gain an integrated picture of the effectiveness and impact of all initiatives being undertaken in the sector.

This project is financed by the EU (European Development Fund) and implemented by the Consortium led by ANCE in cooperation with Pinto Luvent GmbH.
